Around the center, along the river Seine (on either side). There is a walking/cycling path close to the river (still at street level, so need to wait at bridge intersections), or in some part you can go down right to the river banks (although some are uneven cobblestones).
You can go on one side and return on the other, with occasional detour not far from the river to visit just about all main Paris attractions (from Eiffel tower to Louvre to Notre Dame). Some nice parks on either side if you want some greenery for variety (near Louvre, Bercy, botanical garden, as well as around Eiffel tower).
Best time is early morning before traffic and people come out. Now the sun is already up early.
on weekdays, the Coulee Verte Rene-Dumont is great. (gets a bit crowded on weekends)
Jardin des Plantes has a fun hill for hill workouts.
Parc des Buttes-Chaumont is great but most easily reached by metro if you're staying in the heart of the city.
Butte-Chaumont is really hilly, but the other places I found not very good for running because they don't have long uninterrupted stretches. I did hills on the hill near the famous cemetery.
The Bois de Vincennes in the southeast is an excellent place to get good mileage with shade. The route there can get you a good deal of uninterrupted running. You can run along the Avenue Daumesnil and Gambier to get there without many stops.
There are great all comers meets just a little way outside the city (just get a doctor's note to allow you to participate). The location is the Michel Jazy track.
The Jardin du Luxembourg (Luxembourg Gardens) is by far the most beautiful urban place in which I have ever had the opportunity to run. It's in the 6th arrondissement, so you're in the heart of Paris.
The interior perimeter is about a mile, so it's a bit short, but you can always just run the numerous paths inside it and keep your run fresh for a few miles. Not the best spot for a long run, but IMO the best and most beautiful place in the entire city to do a nice recovery run after a workout.
By the way, did I mention how beautiful the Gardens are?
For anything longer or with quality, I end up taking the Metro out to run at Bois de Boulonge. Not a fan of running around Luxembourg Gardens more than a few times.
There are also quite a few tracks where you can get access, right around the perimeter of the city. Look on a map. The one I ran at was several miles north of the Bois de Vincennes.
I ran along the river right by the Eiffel Tower. At the time I didn't see what the fuss was about Paris. It's kind of grey and all looks the same. The food was not good either (outside the city it was superb however!) I might have to give it another chance.
