I don't think so. Her second best (counting the mile with the 1500m) is the 3000m where she is probably among the best 3-4 runners now and depending on the race could beat any of them. While there are a few xx women active who went below 1:57 and several more below 1:58, so she is more around rank 6-10, even without Semenya and Niyonsaba.
And if she ran the 5k more frequently she would probably get almost as good there as in the 3k.

Right. I still think she is/would be better in the 5k (because of her very strong (indoors) 3k) although she has raced it less frequently but it would probably be a decision of training focus.
was her 1:58 in the 4% track shoes?
because if not, she could probably set the WR with them now or get really close

She has ran 800 frequently enough and in strong races that she should not be too far from her best. She was #15 in the world both in 2017 and 18 and these were big improvements compared to 2016. So while she could probably ran 1:57,xx in ideal conditions, I don't think there is much headspace there.
But with the 8:26 indoors 3k from already two years in Karlsruhe ago crushing Obiri in the process she should be able to run at least 14:30 5k although it is likely that 1500 really is her best distance, not that there is anything wrong with that.
