If your turn on the hot faucet and get cold water, you would say "There is something wrong with the hot water" even though the water you are complaining about is cold.
I've never heard anyone call it that. They may say water heater or hot water tank.
However is they just said The Heater you'd probably be confused and wonder if they meant the hot air heater.

does it turn off when the water is hot? no, didn't think so. it keeps hot water hot and that's why it's a hot water heater. pretty straight forward.....

Have you considered asking the Department of Redundancy Department?
If you have baseboard or radiator heating "water heater" could refer to the boiler that provides the steam or hot water for heating the house. In my parents' house the boiler heats both the heating water and the hot tap water. So saying "hot water heater" leaves no confusion that you're talking about an appliance that exclusively heats tap water.
