Not great, but do-able. Some Hobokeners have turned in some pretty decent performances over the years.
Youw ill do a lot of running on the route that goes north along the river past the Lincoln Tunnel entrance. To the south, the Liberty State Park area in Jersey City offers variety, tho little if any offroad opportunity.
A little more tedious than running in Central Park every day, but you'll build mentral toughness and besides, you will be more eager to take it on the road otuside the area
I lived in Jersey City for three years, which is right next door, and I can tell you that compared to 90% of the rest of NJ it stinks. You'll deal with more traffic, more exhaust, and certainly no soft trails. You're best bet is to deal with it during the week, maybe even run on a treadmill at a gym from time to time.
During the weekends, make the 40 minute drive to New Brunswick and run on the towpath that runs along the Raritan River. If you want directions, I can supply them to you. Basically, it's a soft terrain trail that follows the Raritan river for about 7-8 miles then heads south through Princeton.
On Saturdays the Raritan Valley Road Runners club runs on the towpath. You can always hook up with them. If you want more information, just ask or e-mail.
Hoboken is a really small place, something like 1 mile x 1 mile. Tons of cars there too and almost nowhere to park. Stevens is in that town, but I'm not sure if it even has a track. The town's more suited towards drinkers than running, but if you're both you can still make out ok.
In addition to the others' suggestions, if you don't mind springing for the parts or if you will already be commuting to Manhattan for work, you could get a monthly pass for the NY Waterway Ferry. Runs all day and all evening. A 10 min ride will get you to the World Financial Center pier and 15 minutes will get you to Battery Park pier. There's a paved trail near these stops in an area called Battery Park City. It runs sort of adjacent to the Hudson River on the edge of the island, from way downtown in the Financial District along the NYC Harbor towards midtown. I'm not sure how long it is, but worth taking a look into if you wanna mix it up a little.

I currently live in Hoboken. I am a member of the Hoboken Harriers (see web page at www.hoha.net). I also am a member of the previously mentioned Raritan Valley Road Runners (see web page at www.rvrr.org). I have little to add to the posts already up. ive lived in northern nj all my life. for running the boken is filled pavement and a ton of cars, and lots of traffic. as for the town itself, many rave about the nightlife. if you are looking to stay close to the city, for an easy commute, check out the surrounding counties, hudson, bergen, passaic... its probably cheaper to live there too. the surrounding counties have more space for a better variety of runs... as for traffic, it will be in most places in nj.
ps. there is a running club out in ridgewood, nj & ramsey, nj an offshoot of the princeton rc. dont know the level of running, but i know there have a couple of descent distance guys. i believe there a few running clubs located near westfield, nj. as for south of that, i think there are a ton.

I LOVE Hoboken for it's bars & nightlife, and they have 2 awesome Art & Music festivals twice a year on Washington Ave. BUT....I think the running sucks. A few years back I headed down to run with the HOHA club (was looking for a club to join), and all I recall was dodging traffic, breathing fumes, and wondering why I didn't just go run in the park near my home in Hackensack. HOHA has some good runners and seemed like a great group of people...I just can't imagine running there on a daily basis.
Drive to the Palisades by the GWB. You have trails, hills and isolated roads. The entrance is off River Rd. Great for long runs.

If he's going to go that far, he may as well just drive over the GW and go to Vanny. At least then he could do some workouts on the courses there.
