The split is taken when the runner with the baton crosses the exact middle of the exchange zone.
For the 1st exchange this would be at the 1 turn stagger start line in the runner's lane. For the 2nd and 3rd exchanges this would be at the finish line.
It does not matter when the hand off happens. The split is taken when the baton crosses the line whether it is the incoming or the outgoing runner that has the baton.
So since i'm third leg, my coach would start the time once I pass the finish line, but when does he stop the watch?

Its different for each leg. The first leg runs two turns without cutting in and will have run more than 400 meters from starting point back to it. For third leg, the coach will most likely start it when you cross the start line (the 2nd legs split will have part of his split with you running) and then will stop your split when the baton crosses the start line again. So on both those splits the person you are handing off to will finish the previous legs split.
