Rupp hit both the sub 2:11:30 time standard and WMM top-10 standard in 2018.
However, my understanding is that qualifying performances have to take place after January 1, 2019 and that USATF will only send runners that have hit the standard (time or WMM top-10). This is true even if finishing in the top-3 at the trials race in Atlanta would give the runner a sufficient world ranking to meet IAAF criteria.
Is Rupp running a Fall 2019 marathon before the trials or does he bet that he can run sub-2:11:30 at the Trials?
(Or am I confused about the criteria?)
