I know a race not as big as Boston but large where one city was threatening not to give a permit. The meet director eventually told the city if you dont give us the permit I will have so many pissed off people at city hall tomorrow morning you wont be able to get into the building. They caved. A lot of businesses, police forces, etc profit off a big event like Boston. It will never happen except in a case like New York after the hurricane.
