Right it all goes by bodyweight.
Every event on the planet has an ideal bodyweight range.
Bodyweight is the single most important thing when it comes to running.
The next factor is height.
For example.
The average 400 meter dash runner professionally is only 157lbs.
If you're not at the ideal body weight range of 130 to the absolute max of 189 then you will not ever become a professional 400 meter dash sprinter.
It's basically impossible to reach the speed needed of 45.4 or below to become a pro runner if you're not in between those two weights of 130 and 189.
You won't come anywhere near 45.4 at over 189.
