It's not really correct to assume that if the course were a little longer a runner would have covered that distance at their fastest pace during the race (i.e., during their kick). If they were able to maintain their kick for longer, they would have started it earlier. It's more accurate to assume they would have covered that extra distance at their slowest pace during the race. This is why the commonly accepted conversation between the 1500 and the mile is 8% rather than 7.3% (which is how much longer a mile is than a 1500).
