While I agree with you in principle (tipping should be done based on pre-tax price), if you are wealthy by any definition, then you should tip greater than 20% even with the tax considered every time, and if the service was exceptional, much more. If you are concerned about the people in lower tax rate states, then tip them even more when you are there.
If I go out to eat with the Lovely Mrs. Flagpole, and our meal with tax is $60. If I give that person a 20% tip ($12) on that as opposed to one that is 7% lower ($11.16), does that even matter to me? No...a pittance...just doesn't matter to me whatsoever. So, if the service was good, I'll usually drop a $20 on top of that or more. Again...a pittance for us.
I suggest that if it matters to you then one of the following is true:
1) You don't make enough money to warrant going out to dinner.
2) You haven't really put any thought into how little money this is.
3) You are a bitter person and just want to b!tch.[/quote]
