Yes, although when they planned the course they couldn't know that it would be warm and dry for a week or more. It could have been lots of rain, so maybe that's why these section are rather harmless. (The Euro in Tilburg was far muddier last year as were many UK races.)

absolutely. the kenyan girl for example in the relay was in a clear second place but started too fast. the downhills with high impact running obviously weakened her muscles in a way that she almost lost 20 seconds at "the roof". tomorrow she will have a horrible muscle soreness.
