Sure. I guess that's possible. I don't know how a timing chip would malfunction, other than to not give splits at all. But maybe Frank Meza's timing chip randomly adds and subtracts time from his splits. Every time he races. Meanwhile, his competitors' chips behave normally.
More likely a malfunctioning cheater (ironic).

Timing chips are simply RFID tags. The timing mat energizes your chip when you pass over it and reads the ID number. Either it successfully gets a reading or it doesn't.
There is no possible way the timing mat could get a reading from your chip when you're more than a few feet away, never mind half a mile down the road.
Hackers must have duped his RFID to give false positives, then blocked the signal when he actually crossed the mat with perfectly even splits! I think they got to the race photographer, too.

(1) Not that anyone is aware of.
(2) He has run LA several times. The suspicions stem from the huge pacing differences shown by his 5K splits.
Here are Frank Meza's 5k splits from his LA Marathon performances since he was DQed from 2014 CIM:
2015: 20:47, 19:03, 20:28, 25:01, 18:34, 19:22, 21:28, 18:30 (chip time 2:52:47)
2016: no result
2017: 20:24, 20:28, 20:48, 21:13, 20:11, 20:35, 23:37, 20:25 (chip time 2:57:30)
2018: 20:32, 18:55, 22:03, 21:45, 19:39, 24:13, 19:44, 19:51 (chip time 2:56:12)
2019: 20:02, 20:17, 20:33, 21:21, 20:02, 21:23, 20:44, 19:47 (chip time 2:53:10)
This is not the type of pacing that would be expected from a record setting/chasing age grouper. Meza also has a large gun/chip differential. Meza defenders claim that LA is hilly and that explains the inconsistent pacing.
Other interesting facts: Meza is reportedly a respected medical doctor and high school coach. Gene Dykes (registered user "JustGene") chimed with on several posts and refused to pile on Mesa. Several posters claimed that JustGene was an "impost-er" but Gene confirmed his LRC handle on facebook.
Hi Robert. I am that guy who ran 40:10 at Seal Beach Saturday. Yes I have only run two recorded races past few years. Several reasons had two major injured knee surgery and then had right toe completely smashed over two years no running what so ever, then nearly a full year of rehab. I ran all thru high school hundreds of races, then college for four years then about 10 years of post college running. Racing therefore is not that important to me I run for the enjoyment and to run, racing is not that important. I ran over ten times for tams Mt Hood Coast to Coast relay, again for fun and friendship. I plan to race again sometime this year, but racing for the sake of racing is not that important to me. I also coached high school and college cross country and track for 25 years and that’s what I enjoyed the most, passing on my knowledge and love for runnning. It was great meeting and talking to you, hope to see you again. Now in Flagstaff Arizona to run for a few weeks then back home.
Hi Jim! My name is actually Rod. (roderick in my races) You actually were surpassed in the age graded category. Not that their is one. A 59 year old woman ran 43:23. High 80's. I started this thread and a previous one for 1 reason. I could not believe that (my role model) Frank Meza ran these times and got about zero coverage. I figured it was because he did'nt know you needed to call it in. (I learned that from Pete Magill) Or maybe he knew both Marathon courses where he broke the record were point to point. (thus ineligible for a world record) I knew there was 1 person who was convinced Frank was a cheater. There may actually be just 1 person, using multiple sign in names. But there is mainly the oddness of Franks split times and the real oddness to me (starting so far back, knowing what he was attempting to do. I figure he starts back sometimes because he brings slower runners with him, and/or wants to not fly off the start line and blow the race. I meant what I said to you. You are now one of the runners who are older than me, who will be my inspiration that I can still do better as I get older. (my age graded times improve each year, just by not slowing down) I know I will do Seal Beach every year. I"ll look for you at the start line each year hoping to wish you a great race.
I forgot to say...running 40:10 (39:59 would be better) at 68 is going to be one hack of a challenge...but I am going to go for it..I know I am nowhere near my potential...thanks again for your example..
Frank Meza will get a great Corral start in the 2020 Boston Marathon. Hope he shows us what he can do.
My high school coach was Dave Hurlburt at Loara. We had a superstar runner. (Ralph Serna) We had fun and were still serious about doing good. We went to Mt Sac every Saturday. Those are the times I remember 45 years later. A good cross country coach made such a difference to us all. Along with great cheerleaders that each week wrote each of us fancy handwritten letters of support. And we were the first sports team at Loara to rebel and keep our hair long..
2018 LA at the top of the finish straight he pulls off a sweatshirt and tosses it to the side of the road and straightens his bib on a belt before running the last quarter mile. He’s not in many photos on course but the ones he’s in he’s wearing just a singlet.

A malfunctioning chip results in a missed split, not a superhumanly fast one.
