The writing is on the wall. The IOC and IAAF want competitions that feature the world's best athletes in exciting races. I would not be surprised to see a games (as early as 2024?) where the top 50 marathon runners in the world, regardless of country, are invited. Think about it, why should we exclude dozens of 2:04-2:05 African runners from a chance at glory just so some slow Westerners (or worse, the random 50 year old "Olympian" from a small country with a 3:05 PB) can live out a fantasy.
USATF is going along with it because such a scenario allows "The World's Greatest Track and Field Team" to stack sprints, jumps, and multi-events with lots of Americans and they will sweep podiums in some events. (USA! USA! Great for ratings!!!) Plus, just think of all the great human interest tear jerkers that TV can tell about how track helped our heroes escape the mean dead-end streets of (insert urban area here)! No one will tune in for the riveting tales of a socially awkward upper middle class suburban white boys with intact loving families that used hard work, careful eating, and lots of naps to finish 10 minutes behind the Kenyan bronze medalist.
Things just got real and domestic athletes need to wake up. Your 2:13 doesn't mean squat in a 2:02 world. IOC and IAAF want a show filled with major league talent, not minor league scrubs. Interestingly enough, our women can compete. What's wrong with our men?
