Like confuzzled wrote, the point system used basically creates the event. You could easily weight the short or long events preferentially and make it a massively different event than a different weighting of points.
If you follow the decathlon point system, they are based on the world record at the time the system was created and follow a progression from 0 points (some bad performance level that was selected) up through and past the world record.
An alternative would be to use the IAAF scoring tables. They're already established for all the events you listed.
I think a 1500/5000m guy probably dominates with the list you wrote. Imagine El Gerouj extending out to a marathon, I bet he runs something respectable, like 2:10 at the end of those multiple days. Or kejelka is an obvious contemporary choice.
