how the IAAF determine who can run in which category is entirely up to them. it's their game, they make the rules. but as far as biology goes humans are mammals and like all other mammals they have two sex chromosomes. women have XX, men have XY.
it isn't complicated.
If you really understood biology, you'd understand not everything is so perfect and easy to understand. You can have XX chromosomes and still have genetic mutations giving you high testosterone or lower estrogen (and I'm sure many, if not a majority of top running women are in a very high percentile of testosterone production compared to a population sample).
