Totally agree about the job Rob Connor is doing at Portland. Without the resources and prestige of Stanford, Oregon and Washington, he's finding a way to compete with the altitude schools.

Almost everyone has improved and been made the runner they're known for being under NOP - Centro, Farah never looked like Olympic champion potential before him. Add in how well Hassan, KK, Kejelcha are running since moving there.
But the biggest example is Rupp. AlSal literally guided his entire career from highschool to pro ranks. How many other coaches in America have done that?

I'll put a vote in for Art Siemers @ Colorado State. Completely re-booted their program and consistently produces some studs. Keep an eye out on his post collegiate group as well.
I'd say there are several top coaches. As to who is the best, that will always be argued.
One who has more that passed the test of time and has consistently developed tough, competitive athletes who often meet or surpass their potential.....
