"The IAAF World U20 Championships is a biennial world championships for the sport of athletics organised by the International Association of Athletics Federations, contested by athletes in the under-20 athletics age category (19 years old or younger on 31 December in the year of the competition."
But OK, here's from the IAAF itself:
"Junior Men & Women: Any athlete of 18 or 19 years on 31st December in the year of the competition."

He is turning 20 this year, your excerpt from rules states "Junior Men & Women: Any athlete of 18 or 19 years on 31st December in the year of the competition.", therefore he is not eligible as he will be 20 on 31st of December 2019.
Alright, fair enough, not a WJR. He’ll just have to console himself with the WR which he ran at 19 years of age.

It will be interesting to see how all 3 Ingebrightsen's do in the PSD Bank Meeting in Dusseldorf, will Jakob try to better Tefera's mark today? Tefera is about the same age (A little older), this can be a great rivalry for the next Decade or more.
