This song features Khalid. Multiple of his songs have references to El Paso, Texas. This may be another reference to the city considering El Paso is 1 hour behind the rest of Texas therefore the sun sets later than the rest of the state.

Las Vegas - it's known as the city of lights, and due to all the lights along the strip you can't tell if it's day or night unless you look up at the sky. Thus a city where the sun doesn't appear to set.
Alright people, it isnt Vegas or a lot of the places listed because he also says in the same song "run down to the beach, jump in the sea". Likely what the first guy said about Manhatten is a pretty fair guess as (except for the part about a blue corvette as most people in NYC don't even have drivers licenses) "the sun doesn't set" is probably a figure of speech for a really well lit city where it is difficult to see. My guess would be LA, more of a surf city and extremely bright
