This video should make it obvious why, effort for effort, peak for peak, indoor is faster than outdoor now. The banked turns make it almost like running a straight line. Calculate the centripetal force needed to turn on a 35 meter radius at 6.7 meters per second, if it's not so obvious.
If Galen Rupp could casually solo 3:51 and 13:01 outdoors, he would have.

Yeah, 99% of the runners have much better PBs outdoor than indoor. The 1% which better indoor PBs clearly proof that indoor is faster "now" than outdoor. Makes sense.
