I think you give yourself too much credit for following running. While Sam Parsons isn't a household name*, he does own what I, and probably a few others, consider to be impressive PRs:
1500m: 3:38.1 (Raleigh Relays 2017)
Mile: 3:59 (Long Island Mile 2018)
3,000m: 7:49 (The Armory 2019)
5,000m: 13:29 (Portland 2018)
10,000m: 28:43 (Stanford 2017)
8th Place at 2018 USATF Outdoor Championships
All American 10,000m ( NCAAs 2017)

In my opinion, the two moves should be viewed exactly the same. A good career move for both. But in my opinion where is the national pride in the country you grew up in. In the article, it said he went down the path of getting dual citizenship so he could compete for Germany. I understand that many European countries have a citizenship process much different than America's that allows citizenship through a process if you have a parent or other ancestor who was a citizen.
And being born on the soil of the US to be a citizen is not a requirement to be a citizen by birth. Just in case you are clueless and think that is the case, which shamefully many Americans actually believe as well.

Nationality is a human construct and it doesn’t matter what country you run for. The best runners in the world should compete and countries and tribalism should be done away with and they are stupid none of this matters let’s just enjoy people running fast and appreciate each other. You figure that next fall is your time to shine, but then NAU gets two high school age sub 4 milers from Australia and Canada respectively, so instead of being the 9th man next fall you transfer to another (slightly less dominant but still a perennial NCAA qualifier) program over the summer, where you get to be a big part of the top 7.
No, not really, not at all. Parsons is the only 'recent transfer' in this scenario. The rest have been in the picture for far longer, for many years.
