USA easily! 4% of the world's population but 22% of people in prison in the world are here. It's all a scam because prisons are big business, and you can't take away Bubba's job or stifle the livelihood of the people who build and maintain prisons and manufacture the weapons that are the guards who work within. Few other countries in the world where law enforcement kills so many unarmed citizens, and then the cops almost always walk free. Most elected officials are millionaires and at the rate the country is going, one will need to be a billionaire (or at least a millionaire many times over to be POTUS). Laws in the country protect the rich and powerful. Rich people routinely get away with serious crimes through technicalities. Hurricane devastates Puerto Rico and the country is still crippled months afterwards. Why? People in Flint, Michigan don't have clean drinking water yet. Why? People of color fare disproportionately worse than whites when it comes to infant mortality, adult mortality and many basic health indices. How can this be in the richest country in the world? How is it that a country so wealthy so many can't afford healthcare? Why is it that so few women hold positions of power in government or in business in this country ads compared to other countries in the world? Gerrymandering. Voter suppression. Mitch McUgly is currently throwing a hissy fit because it has been proposed that election voting day be made a paid holiday. Why is that? Mitch and his fellow repubs scared that working people might actually be able to go vote instead of having to work all day to take care of their families. Public education system compared to other developed countries? Awful. People who go to the best universities in the country come from private schools and from public schools in wealthy areas. The fact that a country so wealthy does so poorly by so many of its citizens is nothing short of criminal, but then the people turning up their noses at other countries on the list are most likely doing okay for themselves, and in the US of A that's what it's all about - take care of my immediate and eff the others. Let them pull themselves up by their bootstraps! You want to call that something other than corruption, great! I know which country ranks #1 on the we're selfishsonsofb*tches who don't give a sh*t about most other citizens list.

Actually, the LOWER you go in government, the more corrupt it is. City governments are by far more corrupt than those above it in the food chain . Individual operators within the city governments are the absolute worst (such as corrupt police officers, who are acting on their own).

In the early 90s I took my track team to Mexico twice. We always had to pay morbida at the border to speed up the processsing. We had a problem when one of the athletes made a long distance phone call but we worked it out. That was twenty-five years ago. I am pretty sure the university would not alllow it today. Back then it was cool and never felt threatened or uncomfortable.

lived in kazakstan for 3 years back in the mid '90s. Pretty spectacular corruption there and in neighboring post soviet central asian republics. Dwarfs anything I've seen in travels through central america and east africa.
Mexico (like most people). I live in Canada and have only traveled to the US, Mexico, UK, Netherlands, Portugal, and South Africa.
I've been to Mexico four or five times for hot getaways. I've only ever run into trouble once (when I rented a car) and had an issue at the gas station (gave the guy a 200 peso note but he claimed it was a 20 peso note - not really corruption, just stealing) and at a car rental place.
The car rental place was frustrating as they shuttle you out of Cancun Airport to a random parking lot with a small store a couple miles towards the actual city of Cancun (where you don't want to go). I had bought the rental car + insurance on Expedia. The rental place said I didn't have the proper insurance and needed to buy their insurance (extra 100 American with a 1500!! US deposit or extra 150 American with a 600 US deposit). No cellphone service in the place and wasn't able to use their phones. Wound up buying the extra insurance (at the higher price to get a lower deposit) and called expedia when I got a chance. Expedia called the rental place who allegedly claimed that I opted to buy extra insurance coverage but it wasn't mandatory. Expedia gave me a 25$ gift card. I did wind up getting my deposit back at least. That kind of shady business dealing wouldn't happen in Canada/US and, if it did, the authorities would respond appropriately to a tourist's complaint.

Technically I have been in North Korea (was in the building where they have the joint meetings and crossed the border), but for an actual visit it is Mexico. Thought UAE would be lower honestly.
