You Americans are lucky to have any tracks to use at all. In England there are hardly any tracks and I doubt any of them are free to use. I wouldn't be surprised if no high schools have a track here. If there are any they'll be private schools and their tracks will be surrounded with Guantanamo style fencing with watch towers and armed guards. I attended two medium sized universities and neither of them had a track.
I'm in England and I regularly run on a council owned track near my work. Checked with the council and they said it's free for public use. There's also a council track near my home which I think you're supposed to pay for (£2 for locals) but there's no gate and I've run there a few times at night or early morning without paying and never been questioned. Just the luck of the draw really.
