Sounds like it could be a cold (29 degrees F) start with a decent amount of wind (~15mph from the N) the last forecast I saw put the wind chills at 15-20 degrees.
What should one wear in such conditions?
My plan rn is a singlet, split shorts, arm sleeves, light gloves, and a beanie. Would you opt for a long sleeve under the singlet instead? or perhaps a lighter pair of tights or half-tights?

Watch the weather forecast closely. The timing of the cold front is everything. If it pushes through a few hours earlier than expected, the winds might not be as bad as expected. A few hours in the other direction and things might be worse.
Bundle up at the start, but realize that it will be very sunny and will warm up out of the low 30s pretty quickly. I would think that most people would be too warm in tights. I would wear shorts and have layers on top with a warm hat. For comfort, the most important thing is to carry extra gloves. Once you get a pair wet reaching for fluids, your fingers will get very cold. -
You definitely don't want to be too cold ... I would suggest wearing a couple of sweaters under this jacket:

I’m seeing 31 degrees at 7am and 33 degrees at 9am. Disagree with the rapid warmup prediction, but good call on the gloves. -

Tights may be overkill, but I don't plan on being out there too long with the masses. I doubt I'll carry another pair of gloves but thinking about bringing a throw away long sleeve. I have a standard-thickness beanie that I wouldnt mind losing but I have a very warm knitted hat I run in when its cold but I really dont want to leave that on the streets of houston if it becomes too warm.

For me it would probably depend on what I have been training in. If you live in the midwest or east, and the temps have been cold, you can dress lighter. If you're in the south, I might consider half tights and a light long sleeve. -

I did it last year and it went from about 35 to maybe 40 or 45 with full sun. Kept gloves on the whole time. Sun didn't help any.
This year's looking to be a little windier, but otherwise similar conditions, which is ideal except for the wind. -
