I have never seen any confirmed evidence or source that states Coe ran 10.65, but based on running 21.7 for 200m at the end of a series of 200m runs, I imagine he was capable of under 11.0 from blocks in 79 or 81.
With regards to his 400m ability, yes his official pb was 46.87, but he was very likely capable of sub 46.0 in an open race. Not only did he voice great disappointment at the time in an interview at end of 79 season, based on him running a 46.9 heat the night before whilst jogging in the last 50m, but he ran a 45.6 relay in 81 in a match v USA, where he tripped at takeover, practically hobbling through the start line. That was definitely equivalent to a 46 flat 400m. This was 90mins after front running a 1:44.0 800m.
I think Symmonds running a 12.36 100m as a retired athlete is fantastic, but tells us little about what he was capable of during his peak 800m days. I doubt he could break 11 though, as his 400m ability looked more like 47 high.
