What’s your average and peak mileage per week and general long run length?
Pretty close to right on if you are taking college seriously, i.e. eating right, getting your rest, hanging tough in workouts that are WAAAYYY faster than what you did in HS. I ran 8:58 as a 17 year old HS senior. Popped a 14:13 my freshman year at 18. You goal is reasonable, provided you can get in the right race that is also paced right for you.

This season I’m building up to 75 mpw with consistent 15ish mile long run and I’m holding that until a couple weeks before my peak race.
I maxed out at 60 mpw in high school. If I gave my junior year times you people would have been telling me to look at DIII schools so I’m more of a late bloomer.

Possible, make sure you get in healthy sources of iron, calcium, protein, whole grains+ consistent core work.... Lots of hill works and base mileage will help too. I think you can do it for sure.
Most likely 14:30. If you aren’t getting money at 9:10, you want get any at 14:15 since you will already be there.
Dang, my brother and I graduated DI, full scholarship, and we never sniffed 14:15. That's a legit performance.

Pretty ambitious. It could happen, but 14:30 is a more reasonable goal.

That's Division I.
I'm sure there are 5-10 Division II that have run sub-14:15.
Probably 3-5 Division III or less.
There were more than 32 teams that ran 14:15 last year. More than 100 have a school record faster than 14:15.

So you're saying about 200 don't have a school record faster than 14:15. Sounds about right. I know 5/12 in my conference that have school records slower than 14:15.
