No. I'll run in temperature as low as -5F with layers on, maybe as low as -13 if it isn't windy. Running mileage on treadmills and on indoor tracks sucks.

FWIW - age group (30-40) "competitive" during warmer months; don't loose any fitness by running inside all winter.
I've run in regular temperature of -10 give or take and wind chills down to -25.
I live in upstate NY. My biggest problem in the winter is snow and ice. Where I live I can do most of my runs in the middle of the road, which are usually clear.

I live in the mountains. Yesterday was the first day since Xmas it got over 20°F. I’ve missed exactly one outdoor run and that’s because we were literally snowed in that day.

I just dial back my training in the coldest months Jan-Feb, maybe for 6 weeks. It's not like I'd be setting records or making money if I trained harder.
I live in Edmonton which is more north than Moscow. I run outside all winter and simply add or remove layers depending on the weather. The only time I trade the outdoors for a treadmill is if we just had a big bout of freezing rain. No amount of will power can allow me to run for an hour on pure ice.
It isn't uncommon for the temperature to fall well below 0F and stay that way for months. You get used to it.
In Alaska there are people that run outside almost everyday. I never seen anyone run in negative 50 degrees or colder however
I’d rather freeze than fall victim to treadmill running. I live in Illinois which obviously isn’t as bad as other places (as far as climate). It’s all about how you layer. If you do this properly, you trap warm air and feel like a human furnace during your run.
There are sometimes when running outdoors and feeling like a badass just isnt worth it. I’m from Iowa, I remember some of my long runs in deep snow in negative weather and precipitation hitting my face being some of the most miserable times of my life. I still hate the treadmill, but it’s better than the sufferfest that is outdoor running in the midwest winter
I currently go to school in MI (Oakland University), but grew up in North Michigan (which I used to run outside no matter what given the goofy kid I was) and we usually run outside depending on the workout. We typically do our weekly longrun outside, just coach drives us out to a dry place, even if that means 30 min out of town. If we're doing any kind of milage, we do it outside depending on the roads... if the roads are nice, we'll do it outside, if not, we don't want to risk pulling a muscle because of too cold of weather or ice.. we'll hit the treadmills. For workouts, if it's abnormally nice (over 45F and clear roads) we'll run outside for any kind of speed/tempo session, even if that means shoveling the track. We're that desperate haha.

Needless to say, it's different for everyone.
A long time ago, I ran in anything, including running 5k races in 10 degree F weather. Several years ago, cold won out, I encountered severe fatigue, and had difficulty breathing, for a few weeks, then ended up in a coma for 5-6 days. I was hospitalized for a total of 15 days, then in a rehab facility for another 15-16 days, learning how to walk again, of all things, then on a short-term disability leave for 4 more months.
Nowadays, I have a temperature "threshold" -- no outdoor running if the temperature is below 38-40F (wind is a factor as well). I joined a fitness center so I can keep doing exercises in wintertime, including running on a treadmill.
I don't like the treadmill, but I don't dislike it either. My stride is different on a treadmill, so, when weather permits, the first few minutes of outdoor running feels different.
As others have indicated, layering is important...I will go out for a walk in colder temperatures if there's no wind. Then again, I can bundle up a lot for that!
I would rather have a root canal than do a treadmill workout. Actually, this is not hyperbole. My dentists is an attractive woman with a gentle touch and I have a pretty high pain threshold, like many of you? Treadmill workouts? I never want to be that bored.
