Lagat's been running masters' world records or close to them at every distance but marathon, and his 10k and up results are from his races over 40 years old, so a little hard to give Rupp the unequivocal edge.
When you then figure on American titles and world and Olympic medals, Rupp has silver in the 10 at London 2012, bronze in the marathon at Rio, and he won Chicago, while Lagat couldn't compete at his peak in 2005 because of his switch in citizenship but was double gold winner in 1500 and 5000 in 2007, as well as silver in the 5000 in 2009 and 2011, plus bronze in the 1500m in 2009. He also had two golds and a silver at world indoors. I'm only counting races where he ran for the U.S.

The 3000m should be tied, as indoor 7:30 3000m is at the very least equal to 7:29 outdoor. And if you are going to do indoor vs out door, what about rupp's indoor 5000m records of 13:01.46?. Also, Rupp indoor 2 mile record of 8:07.41 ?

2:04:58a is not the American record.
Aside from the fact that Lagat was one of the best milers in history, and has long-standing national records, and global titles, other than that, if you compare them at long distance, yeah, Rupp is ahead.
