These places do get very hot, but are not always very hot. Death Valley has very consistent weather, which makes planning easier. For example, the next week in Death Valley calls for every high in the 60's, every low in the 30's and no clouds at any time. The wind does not exceed 8mph.
Death Valley proper is a valley, meaning the sun breaks over the mountains later in the morning. You could probably start at 7am 40f and finish a 8:59.59 at 50f.

I remember distinctly posters saying absolute rubbish about sub 13 now being impossible given current drug testing and no talent blah blah. Then we had a dozen men sub 13 in one race including a 12:43, 12:45, 12:46.
Sub 26:30 is possible for the current guys running 10,000m. Wait for Barega to move up, Kjelcha, Joshua Cheptegei even Farah to step down and give it a good attempt. The external factors simply have to be in place, like I said before. You just need the right weather, pacing and desire.
