Not sure I would agree with the 4 track workouts per week. Have a girl who at 15 ran 4:32 and 2:13 on one track session per week, one workout on a 2.5k grass circuit and her other runs just over a hilly circuit. Heck even had a female run 16:09 for 5k on the track and a 12th grader run 3:51 for 1500 with only one track session but don't worry we still run hard when needed off the track but only roughly 5 X per two weeks.
Point is you don't have to run on the track heaps of times to run fast. Imagination with training venues and the training that athletes do is the art of coaching. Stress the body, let it adapt and keep repeating.
Not sure what you should do but this once again is what is wrong I believe with the high school system in the states. I was in similar situation back in early 80's with school coaches that didn't know really what they were doing. Found a good coach in December of senior year and went on to win two state titles and get that all important scholarship that changed my life.
