I’d say this workout is equivalent to around a 6430 65 min half unless it was run at altitude. I ran mid 64 at Houston, one of the fastest half marathon courses around and did very similar workouts in my buildup. Keep in mind 2-3 min of rest is a lifetime with his aerobic capacity.

3+ mile WU, 4x 2mile with 1,2,1 minute rests (9:52, 9:54, 9:46, 9:38), 3 mile CD - things definitely started feeling easier the second half of the workout, happy with building through the workout. Strength and stamina feel more than ready to go, leg turn over is getting close

It's a think he does it because of the whole Coconino Cowboys thing. You know, cowboys, guns, bang, bang (as you do the finger gun thing). No idea if this is true, but it sounds plausable!
