I was being specific to america as I stated in my response. Obviously if consider the whole world there are more than five viable cities.

Omaha, NE is an awesome city. Very quiet for one but with a lot going on at the same time
I agree Milwaukee is a great city, extremely underrated. 47 degrees today, ran outside in short sleeves and shorts.
Lived in Denver, which the city itself is over-rated. Obviously the mountains are close so it makes it attractive
It's a bicycle with no freewheel. No coasting. If the back wheel is turning, so are the pedals. Big in Colorado 20-30 years ago. Passe now.

That's a bicycle with no gears. The most hip transportation device according to some.

Albuquerque, NM ?
Every time that city is mentioned I think of Bugs Bunny.
Memphis - already mentioned, weather isn't that bad if you run early & hydrate. Storms can be nasty though.
Tacoma, Wa - so many people on the west coast look down at it, but it actually has a lot going for it. I prefer it over Seattle actually.

Seriously, Buffalo. It's had a strong running scene for decades. The weather's nowhere near as bad as people think. Nice old houses, fairly cheap. Economy not bad at all.
Downside is that it's pretty conservative and religious.

If you're really into Ozzy Osbourne i guess

Milwaukee is legit. Lakefront Brewery is amazing. Has a Portland/Asheville/Austin vibe before they all got way too overrun with fixies, PBRs, and avocado toast.
PBR was focking invented in Mwoky you hoser!
Providence is dope & I don't believe it has been mentioned. I like Portland, Seattle, Chicago, NOLA, and Minneapolis for bigger cities. I really do like Eugene, Bend, Boise, Madison as bigger town options. All of them have really wonderful beer/running scenes. I'm pretty indifferent towards Boston, LA, & NYC and I'm cool with DC and SF.

Kansas City is where it's at! Plenty of places to run, clean and friendly, best BBQ in the world, Chiefs are on fire, etc.
I spent the worst 4 years of my life in KC
I haven’t lived in Milwaukee since 2000 and I am a pleasantly surprised to see it on a list of livable cities. What neighborhoods or places are considered part of this character?
Gaborone, Botswana is wild!!! I spent a week there one night!

I think Boise is underrated, but people have told me it's become a haven for California refugees and it's starting to get crowded.
Some people say Milwaukee is a hidden gem, but I have never been.
Salt Lake City also intrigues me, but I'm not mormon.
I'm kinda partial to Portsmouth NH and Portland Maine.
I used to have a sales job where my focus was what they called "Mid Major Cities"- a wide swath of markets from 60k to 1.5 million+. I have to agree that Milwaukee was always a surprise-great city- also Pittsburgh and Chattanooga. I also did business in Buffalo- have family there- I really want to say it's nice- but come on!
Went to Denver last year -- loved the mountains and the surrounding area. The city itself, however, is extremely overrated. It felt like a drier, hotter version of Baltimore with extremely expensive housing and a ton of traffic because most people live in the surrounding suburbs. There's a ton of homeless people and dirty looking people smoking weed everywhere. I also didn't think there were that many great restaurants downtown. Boulder, on the other hand, would be one of the best places to live in the country if you're wealthy.
Speaking of underrated...how about Baltimore. Similar to Milwaukee, which was being mentioned by several people. Obviously there are plenty of parts you wouldn't want to set foot in after dark, but can't beat the seafood, cool restaurant/craft brewery scene, ocean is close by, solid sports teams (Camden Yards is a jewel of a park even if the team sucks now). It's viewed as DC's ugly stepsister, but there's a lot going on at a fraction of the cost of every other Northeast City.

Baltimore's 3rd world violent crime rate would seem to significantly detract from the quality of life. Even if you're in a nice part of the city, the violence is not far away.

Quite a bit of lake effect snow up there in that part of New York. if you're a skier, its great.......quite a few nice ski resorts up there. I grew up in NE Ohio, went there to ski often, particularly the finger lakes area.
