What made BAS’s actions unethical was that they violated the first canon of the USTFCCCA code of ethics, any mention of which is conspicuously lacking from your argument. BAS was a former president of the association. She of anyone should know that the reason there is a code of ethics is precisely because coaches can be intimidated by athletic administrators who elevate winning over the welfare of the athletes.
So, the fact that the UT administration (who are not subject to that code of ethics) signed off on her unethical actions does not in any way make them ethical.
Like you, I have no opinion as to whether BAS is a “good” or “bad” person. Unlike you I am not offering any opinion as to whether her actions, as to any particular athlete, were “right” or “wrong.” But according to the first canon of the USTFCCCA code of ethics her actions were unethical, and since she is a former president of the organization whose ethical standards she failed to uphold, she is a hypocrite and a disgrace.
