There is no definition. I would make the distinctions as follows, although these are subjective:
Professional runners: paid by sponsors; sometimes paid appearance fees at races or expos.
Elite runners: get free entry to major races and would get rooms and travel covered. They would typically be sponsored such that they at least get free gear.
Sub-elite: usually get comped race entries; get into select fields with added amenities (like improved corral access, pre and post race tent access, etc.).
Nike Elite running gloves, produced last year but still available, explain it clearly. I got the blue middle class ones on sale.
HS boys:
sub 17 mins 5K
sub 11 mins 3200
sub 5 mins 1600
Girls? who cares
College mens:
10K: sub 28 mins
8K: sub 24 mins
5K: sub 13 mins
3200: sub 8 mins
1600: sub 4 mins
I consider an elite to be someone who can compete with the best in the world. Like a 13:30 guy who isn't going to win anything but can line up in a diamond league or other top meet. You're elite or you're not, there is "HS elite" but a high school athlete can be elite (Bob Mathias, Jim Ryun).
