Biya Simbassa might be the best. He never made NCAA XC either, he was first one out at regionals and Oklahoma didn't make it as a team. But after I look at it, most of his improvement was the year or two after college. College Outdoor Track PR's 28:42, 14:01, 3:46. But two years later runs 13:20's and 27:45.

Rick Wohlhuter - WR 880yd, WR 1000m, AR 800m, twice an Olympian, AAU 800m champion 1974, AAU 880yd champion 1973, French 800m champion 1975. I don't know for a fact that he never made a meet, but he certainly never made an NCAA final, indoors or out.

Had dinner with Rick recently. Asked him this question. Said there was an indoor 600m at the time and he won that at NCAAs. Also said he only ran one mile racer while in high school.

it turns out you're right: indoor NCAA 600yd Detroit, MI 14 Mar 1970 1. Rick Wohlhuter (Notre Dame) 1:09.5; 2. Tommie Turner (Murray State) 1:09.8 (also 2nd in 1969 1:10.9); 3. Bill Wehrwein (Michigan State) 1:10.1.
the reason I didn't pick it up first time around is because on the pdf of the results his name is spelled Rich Wolhuter.

You only have to be in the top 48 in the East or West D1 Region. Once you get there it’s first 12 past the post. PV and HJ don’t even bother determining 1st through 12th place. They’re all in.
