Based solely on her body of work at University of Colorado, it would not seem to me that she belongs among their all time greats. She was only there for two years and was injured for a fair bit of it. She won two national championships (XC, 1000 indoor) and quite a few all american honors. Absolutely had a very good career there, but when you have a program with as many successful runners as CU, it is hard to say that is in the very top tier. If you are evaluating her entire career, I would agree that she belongs.
