Exactly. There were multiples good teams left out on both sides, but the teams that got in were also good. It would be rare if it ever happens where all of the teams with a good argument manage to make the field.
Edina and Flower Mound boys, Lone Peak and DGS girls are a couple of examples but they certainly aren't the only ones this year or in other years and it's not like the teams that are going are bad.
On the girls side:
Boise was 12 points away from qualifying, and beat Great Oak and SW#3 Niwot during the season.
Vista Murrieta lost state to Great Oak by only 4 points.
Liverpool was close to the NY AQ teams this year, even if they were further back than usual at NXR.
Niwot was 5 points away from qualifying in a tough region.
On the boys side:
Newbury Park obliterated the South qualifiers at Woodbridge and ran some great times at their state meet
Mountain Vista was 17 points away from qualifying in the always-strong Southwest region
Lewis & Clark was 1 point from qualifying and had beaten NW#2 before.
La Costa Canyon was 13 points behind Newbury Park and ran well at the state meet
Maybe you could argue the California boys and Liverpool girls, but those seem like pretty strong races to me, and the rest of the teams had very clear reasons to be considered at least as much as the teams that missed out.
