You misunderstood. "Max" was referring to her highest HR recorded during the race so far (probably up the bridge), not her actual maximal HR.

Again, once rasce should start when the other is at halfway. No farther than 30k.

I think the goal is for the two races to end within five minutes of each other.
It's a terrible goal, but that's the reason behind it (I think).
