First sentence is a matter of being honest with yourself. If you're stressed out, repressing stuff, feeling depressed, whatever, you know it. Don't do psychedelics then, but wait until things are going better for you.
Second sentence is only an argument for legalisation really. People who are likely to experience a psychosis are vastly in the minority, yet we ban an otherwise completely harmless substance, nominally to protect that minority. In practice, a dealer doesn't care if you're likely to have a psychosis and even if he did, he probably can't recognize it. If we really cared about protecting people, we'd legalise, inform people truthfully and regulate so that people who shouldn't do certain drugs won't do it, but everybody else can.
