In the 2007 Final he gets boxed in up the home stretch and had to run around Kiprop and Shadrack, thus making it impossible to catch Lagat. And as Lagat was celebrating the cameras glimpsed Ramzi and man was he cut. He wasn't happy about coming second either, storming off under the stand instead of doing a lap of honor.
What's really funny is that Kiprop was likely doping too.

You could argue that Willis benefited in a weird way from Ramzi being in the race. Everyone who tried to stay with him died, except for Kiprop (another doper). Of course, it's also possible that Willis has been the best clean miler of his generation, so maybe not.
Same thing happened for Manzano 4 years later, when Mahkloufi destroyed the field. He was one of the weaker guys in that final but walked away with silver because of how the race played out.
