The National Weather Service says, "Sunday Showers and thunderstorms likely, mainly before 2pm. Cloudy, with a high near 69. Northeast wind around 10 mph. Chance of precipitation is 70%." Humidity high.
Not good. It won't be cold, but it won't be hot either. Not great conditions for a fast time and it would be dangerous for the runners to go in a thunderstorm.
Weather .gov calls for temps of 61-62 degrees from 7 to 9am, with roughly 90% humidity and thunderstorms likely. So what happens if a big thunderstorm hits mid-race? Has that ever happened at a large marathon before?

Not saying crime doesn’t happen here, because it does, but it’s not like your life is in danger when you step foot outside. I work downtown, I didn’t get sent home today, and nobody was concerned. When I left at 5pm there was a bunch of cops and plenty of people out and about, but no protests that I saw.
If you’re coming to town for the race, I wouldn’t worry, this dude is probably making it seem a lot scarier than it really is.
I’m in Chicago right now. the bars are filled and so are the restaurants along with the expo. rain on Sunday would be a welcome relief to this humidity. I think everyone’s ready to go here, but not cool enough conditions for really fast times

The problem is that the forecast still has high humidity whether or not it rains. Plus the wind isn't going to be a relief either.
It's not going to be a fun one. This website has a forecast tool that shows you the weather at start, half, and finish based on what wave you are in and your time. Even the elites will be running in 85% humidity.

From 8:00 - 11:00, temperature ranges from 42 to 47 degrees, only 5% chance of rain, overcast. Only problem is humidity will be 80%-86%. Light winds 5-8 mph.

Yes, you’re right. The humidity will probably be 100% when its raining. It just feels cooler when you’re soaking wet. But there’s only a 40% chance right now

Will it be possible to throw away clothes in the starting area? If I am going to stand and wait for the start for around an hour I want to do it in a raincoat.
It’s usually possible but I can’t find anything about it on the organizers website.
