That rule only applies in Matchplay where strokes aren't counted so the answer is no
Actually no, in match play if I have lost the hole I do not need to play it out. So if my opponent on a par 4 shoots a 3 and I would be putting for a 4, I can pick up my ball.
Conceding the putt is something one does when playing a round with friends and not during tournament play especially in a medal play where other players are involved.
PS: my brother (3 handicap) never conceded a putt or took one. He taught me to do the same.
What are you on about? I said nothing about picking up the ball when you have lost the hole. You can concede putts in tournament matchplay but not in strokeplay. Scores in Matchplay cannot be counted for course records or even a handicap system because score is not counted.
Read the post again and if you still can't understand it, read it 40 more times until you do because what I said is 100% factually correct.
