Personally, I don't think there is much difference between indoor and outdoor times unless you're running 400m or under. I think the main reason people run faster outdoor is because they have put in more training by that time and they are closer to there peak.
Are you more of an indoor or outdoor runner? I agree with the above--it mostly depends on your program. I know many athletes who have their 5K PR's on indoor tracks and other on outdoors. My PR is indoors. However, if you have a proper training program, that has you peaking for outdoors, I don't see why you can't run mid-14:30's. Now, if you peaked for indoors, it will be more difficult than if you trained through the indoor season like some of the best do.
