Negative split the race, it's the best way to race, it's the easiest way to ensure you reach your goal, and mentally it is very powerful.
I'd run under control for the first 10k and then unleash hell the second half of the race. You'll start passing people and you'll be feeling strong at miles 8-10 while those that started too fast are dying off. Absolutely crush that last 5k.
What's the danger in going out a little easy over the first half, worried you'll feel too good over the second? You can always run faster if thats the case. If you go out too hot, not so much.
