I agree there is a problem with drug use in Africa, and yes, they have been getting away with less testing for decades now, but your theory that recent busts are somehow a cover up or conspiracy, and that the IAAF are going to allow even more widespread doping in the near future, makes no sense at all. What would be their motives in doing this?
I think enough people in important positions within the sport know that Europe is still the most important market and supporters of the sport, and realise that many there have had enough of rampant dopers dominating the sport and keeping many of their own athletes from winning medals. It is this reaction, of not watching or turning over whenever T&F comes on tv out of an ingrained belief that what they're seeing isn't real, that the IAAF realise they have to address if the sport is to be saved. I think the busts in those countries which, for one reason or another, have been afforded some kind of immunity, will only see more widespread busts in the future. Unfortunately, the sensitive nature of the situation, in terms of political correctness, means that this will be a slow and difficult process for those in charge. There are already calls from some that there is a national or racial agenda behind the many recent Kenyan busts. This is exactly the sort of reaction that the IAAF want to avoid, and one which will just slow down the process of removing cheats from the sport.

It's the reason why people here are up in arms about UTEP ruining the sport, but they have no problem with heavily Irish/Aussie/NZ teams at Providence, Villanova, etc.
We see this again with the obsession with Mary Cain since HS and well after it is clear that she is washed up. Meanwhile, Ajee Wilson and much more accomplished non-white athletes get no such love.

That standard of testing would be outrageously expensive and simply out of reach for most countries except for those in Western Europe and the US. So is it fair to say that given that caveat, it is simply impossible to celebrate performances except for those from athletes in Western Europe and the US? They are simply never going to afford to set up that system, and they'd much rather deal with bigger problems even if they did come up with that money.
Also, historically, haven't the biggest scandals of PED cheating come from those western countries that have this high standard of testing? Spain, Russia, Italy, Norway, Finland, and especially the US come to mind.

Someone here will know where to find the stats showing the number of out of competition tests each has had, then there'll be no probably to it.
I'm not saying either is or isn't a PED user, but therein lies the difference to the question "Can anyone explain that?".

Yes. We now have two men able to break the WR!
But after this it won't happen in a race with both of them there.
Good money ahead for the guys who finished 12:50-13:00 if they are willing to run rabbit next year - as both Barega's agent and Kejelcha's agent has to bid over each other. Also Dejen Gebremeskel (The 12:46 guy in 2012) is still a world class road runner, he might be paid good money to come back for that too.
