I would venture to guess it would be any state with a small population as you have less potential participants to draw from. There will always be an anomaly but if you compare say the 20th fastest guy in each state this would statistically pan out.
Of course there will be a correlation but the south produces more sprinters and the north produces more distance runners. Iowa is a real anomaly at present time with possibly the 3 fastest American 1500-5k women all being born there, Houlihan, Simpson,and Schweizer.

That's true about the three American women who are doing well now, but the thread is about the current state of high school runners. Now if all three American women from Iowa were in high school at the same time, yes that would skew the graph quite a bit, but I get what you're saying.
The title actually says "produces" which insinuates a current and historical perspective. If Wyoming had some great runners this year, we would still say that they typically produce some of the slowest runners because we would be considering history. Otherwise, we could all just click on Milesplit to see which states are currently best and worst.
