Of course I'm exaggerating, but all the little things add up. Plus if they're the same dogs I remember, they aren't "apartment dogs" and will need a lot of exercise. So sure, you can say just walk them to park. Walk them to the park without being run over. Walk them to the park in the rain. Walk them to the park when there's 4 feet of snow outside.
There are lots of professional dog-walkers in NYC. Not sure what they charge. I'm familiar with a 6-story apartment building in Manhattan with about 68 apartments. Free-market (about six of the units are rent controlled) rents range from about $4500-$6000 per month. Dog walkers come daily to walk the dogs for three of the units.
