EVeryone is doping, but third world countries will be investigated the most because they don't have the money, power or resources to protect their doping like the Brits, AMericans, etc.

The thing that makes no sense to me is why anyone would refuse anything. I actually think he's more likely to be innocent and it was some sort of misunderstanding. That's unlikely but it's foolish to refuse a test.

Anecdote: Ukrainian chess Grandmaster (and all-around nutcase) Vassily Ivanchuk famously ran away from the drug testers at the 2008 Chess Olympiad, after blowing a last-round(?) game (while banging his head against a pillar).
Of/c the federation turned around and blamed it on the testers for not making it clear enough that they were there to take a sample (back in 2004, two low-rated guys simply refused tests, and got 1-month bans, so the protocol/consent issues got ironed out after that).
So it's all in how you want to make your plea. Eg, there was a Croatian(?) water polo guy who tried to claim that the tester misidentified him for his brother at the door with a crying baby around, and he really wasn't there to refuse, etc. Relying on your local fed to accept the sobstory (I guess if you pay enough hushmoney in some particular locales) in a great angle too. There's a million ways to beat the anti-doping system. The puppeteers who run the show can choose to pass/fail (or spike) those whom they please.

Face to face contact with the drug testers and refusing to submit a sample goes down as a refusal. If Bett can't come up with a legitimate reason for refusing it's entered into his record as an "official refusal" = 4 year ban...same as a doping positive.
Refusal is good rule because if they're given a second or third chance to provide a sample at a later time, athletes glowing would just refuse and let the drug(s) clear the system and give a clean sample at a later time. Perhaps Bett thought he could refuse and that would go down as a first strike on a whereabouts violation, though I don't think that would be a legimate defense.

Can't imagine what Kyle is feeling right now. To have won a medal the World Championships in front of a home crowd would have been historic for him and his country. I think it would have been the first global medal for a British (male) runner at middle-distance since Peter Elliott? He only lost out to him by 2/10ths of a second as well and had he kicked a fraction earlier...
At least Bett's sample from last year can be looked at again. But you're right, anyone failing a test (or refusing to take one) should be banned for life and have all their performances scrubbed and any medals won given awarded to the clean athletes they cheated.
Btw, Bett's coach is a person named Japheth Kemei. He was the coach of the Kenyan team for this year's Gold Coast Commonwealth Games...

Getting back to Kyle: Am I correct to assume that all medal winners at a WC event are tested? If so, can UK Athletics petition WADA to re-test Bett's sample at their top lab in Germany?

Chepngetich, the 2014 World Under-20 1500m bronze medallist, died at a Kericho County Referral Hospital where she had been taken after
falling ill on Sunday evening, according to her coach Japheth Kemei.
The athlete who was serving a ban on doping was reported to have been unwell for some time and was picked by her mother on Wednesday from a camp where she was training.
