The headline of the article I linked to states 'accused of refusing to submit'. If you've failed to submit a test as required, you've refused to do so..unless you had a clear and obvious reason not to - which clearly he didn't or he wouldn't have been suspended already. You are a complete moron and doping apologist. Anyone who cares at all about athletics at this stage should be consumed with rage about the situation in Kenya, but it seems you are provoked into a violent fury simply by being informed that another Kenyan hero has been exposed as a cheat.

No he would've been target tested this year after getting a WCs medal last year, and had an opening to go on a cycle, he probably thought he was in the clear then they turned up so he refused. BTW I thought athletes were allowed 3 refusals? -

The thing that makes no sense to me is why anyone would refuse anything. I actually think he's more likely to be innocent and it was some sort of misunderstanding. That's unlikely but it's foolish to refuse a test.
If you refuse a test, you might as well just confess as it is the same thing as being guilty. So even if you are glowing, you should take the test as it's likely the test won't catch you and even if you do get caught, you might get off on a technicality.
Instead of missing a test, it's much better to simply not answer or hear the doorbell like Mo. -

I think all those that test positive or who refuse to take one should have all previous records, times and medals wiped from previous season.
