The way I read the IAAF certificate it has been OKed for use as inside kerbing/curbing. The cert says it has the proper dimensional requirements to qualify as kerbing for a track.
It makes no mention of its use as a pacing system.
In American and Canadian English, the noun meaning the edge of a sidewalk or roadway is spelled curb. In varieties of English from outside North America, the word is spelled kerb. But everyone uses curb for the verb meaning to check or restrain and for the verb’s corresponding noun (e.g., curbs on spending).

I was just going more for they can officially sell it as curbing/kerbing and a pacing system instead of just a pacing system.
