Funny you say that. I noticed the same thing in the movie where he has blonde hair and plays an assasian. He hijakes a taxi to do his job. In one scene he sprints. Looked pretty good I thought.
One actor who should have never been shown running in his movies? Steven Seagal. Worst arm swing ever. Thank god he's too fat to run...or really be in movies any more.
Tom Cruz isn't very fast. Joachim Cruz was, though. And Tom Cruise is okay at the 15-meter dash. He also produced "Without Limits."
He generally refuses to work with people taller than him...

I have no problems seeing Cruise as a 11.0 100 yards guys which is fast for short white guy.
I couldn't believe he played the part of the 6-5 250 pound Jack Reacher. I own all the books, the size of Reachere is mentioned numerous times in all the books, the fact he's a big bad guy is .....Jack Reacher.

Pretty common knowledge on these boards he cut 50.high and 1:59 (split) in HS.
He's 56, so he's probably not very fast. He keeps himself in much better shape than most 56 year olds, so he could probably win age group awards at small 5K's.
He was really funny in Tropic Thunder.
